TRAI Compliance
1. Overview of TRAI Regulations
As a cloud communication provider in India, ReachMax SMS strictly complies with the Telecom Regulatory Authority of India (TRAI) directives, specifically the Telecom Commercial Communications Customer Preference Regulations, 2018 (TCCCPR 2018).
This regulation was formulated to control the menace of Unsolicited Commercial Communications (UCC) and protect mobile subscribers from spam, phishing, and fraudulent messages.
2. DLT (Distributed Ledger Technology) Registration
TRAI has mandated the use of DLT (blockchain) systems by all operators to record sender IDs, consent records, and content templates. Before sending bulk SMS to Indian mobile numbers, every business (Principal Entity) must complete the following DLT registration steps:
- Entity Registration: Register your organization as a Principal Entity (PE) on any mobile operator DLT portal (e.g. Jio, Airtel, Vodafone Idea, BSNL, Videocon).
- Header (Sender ID) Registration: Register your 6-character alphabetic header for transactional/service messages, or 6-digit numeric header for promotional campaigns.
- Content & Consent Templates: Submit the drafts of your SMS text templates for DLT approval. Messages sent without an exact template match will be blocked by the telecom networks.
- PE ID and Template ID Association: Make sure to supply your registered Principal Entity ID (PEID) and DLT Template ID with every API call.
3. DND (Do Not Disturb) and NCPR Filtering
Commercial messages are categorized by TRAI as either Promotional or Service/Transactional. Under TCCCPR guidelines, promotional messages cannot be delivered to phone numbers registered in the National Customer Preference Register (NCPR), commonly known as the Do Not Disturb (DND) registry. Our platform integrates automatic scrubbing engines to filter out DND numbers from promotional lists.
4. Time Restrictions
TRAI has strictly mandated time limitations on sending marketing and promotional messages:
- Promotional Messages: Delivery is restricted between 9:00 AM and 9:00 PM IST. Any promotional SMS sent outside this time window will fail delivery or be queued for the next morning.
- Service & Transactional Messages: Important alerts like OTPs, OTP verifications, banking updates, and flight alerts are exempted from time window rules and can be sent 24/7.
5. Spam Penalties and DLT Blacklisting
We monitor sending activities in real-time. If a user receives spam complaints or is found sending unsolicited promotional content disguised as transactional messages, telecom operators may levy monetary penalties. In severe cases, they will blacklist the Principal Entity ID (PEID) and headers across all networks in India. ReachMax SMS reserves the right to terminate accounts that violate DLT/TRAI rules.
